The Development Review Board (DRB) consists of the City-County Planning Director, the County Engineer, the Chief of the Durham County Sedimentation and Erosion Control Division, the Director of City-County Inspections, the Chief of the County Health Department-Environmental Health Division (Zoning Ordinance cases only), a representative from the City’s Public Works Transportation Division, the Durham Planning Commission Chairperson, and a representative of the North Carolina Department of Transportation District Office. Additionally, for cases considered under the City-County Unified Development Ordinance (UDO), representatives from the City’s Public Works Stormwater Services Division, Durham Open Space and Trails Commission, and a representative from the Bicycle and Pedestrian Advisory Commission are voting members of the DRB. The DRB meets at 8:30 a.m. in the Committee Room on the second floor of City Hall on the first and third Fridays of each month.
The Development Review Section of the Durham City-County Planning Department staffs the Development Review Board. Developers or their representatives submit development application materials for consideration to the Planning staff. Planning staff transmits the application materials to other departments in the City and/or County for their review and comments. Once all comments are addressed, except for actions required by the DRB, an item may be scheduled for review at the DRB meeting. The DRB agenda includes a consent agenda for minor or major site plans, and preliminary plats, with no outstanding corrections. Under the UDO, most final plats and most simplified site plans, except amendments to site plans previously approved by DRB, are approved by staff, and do not have to be heard by the DRB.
Meetings of the DRB are open to the public and applicants are encouraged to be present to participate in the discussion on their items. Minutes are taken in the form of Summaries of Action and are kept in the Planning Department.
